Devolution : Challenging Change

Through Devolution Local Government has entered a new and complex phase of competing priorities under increased scrutiny. With significant implications for how, where and who will deliver public services your Solace East and West Regional Seminar hears from The Lord Kerslake who will give his perspective on what he sees are the key challenges based on his many roles and responsibilities; Mark Stocks will share, ‘hot off the press’ the Grant Thornton report on ‘Devolution’ and Claire Chidley will give some guidance on how leaders can cope with the speed and breath of change by building personal and staff resilience using Energy Intelligence.

Mark Stocks from Grant Thornton will discuss where the sector is on Devolution, some of the key drivers and risk, and what the implications are for individual councils. He will discuss some of the Devolution agreements and the implications for central and local government.

Session 2: Devolution: The National perspective with Dr Jonathan Carr-West, Chief Executive, LGIU

Dr Jonathan Carr West will give his perspective on the fast changing shape of devolution, the potential outcomes and what impact this might have on the local government of the future. Since the election developments focused on Greater Manchester have reached across the country with devolution deals being done across cities and rural counties. As the summer progressed the outcome was still unclear with the competitive, fragmented approach leading to expectations rising high and impact being difficult to access. Autumn will give the opportunity to reflect on what has been achieved so far, and where the devolution express may take us next…
