The Deputy Policy Spokesperson on Civil Resilience and Emergency Planning supports the Policy Spokesperson in providing a lead on this policy area for the Society. They also help lead the relevant Policy Network
Stephen is currently the joint Chief Executive of Suffolk Coastal District Council and Waveney District Council. He joined Suffolk Coastal as Chief Executive in 2005 and became a shared Chief Executive in 2008. He is now one of the longest serving shared Chief Executives in the country.
Whilst the role of Chief Executive is wide and varied, Stephen has three areas of particular interest: shared services and collaboration; digital services and inclusion; and growth and economic development.
Stephen’s local government career started in 1982 when he left the private sector and joined Ipswich Borough Council. He later went on to become Chief Executive of East Northamptonshire District Council.
Stephen currently chairs the Local Government Delivery Council which is a Local Government Association body comprising Chief Executives and senior government officers. The purpose of the group is to contribute to the delivery of the improvement agenda, and to liaise with central government on the implementation of major projects and change programmes. He also chairs the new Local Government Public Sector Network Programme Board comprising representatives from local and central government and key stakeholders to ensure that compliance practices work for councils, that issues are dealt with collaboratively and that the local government sector is maximising the opportunities from PSN to support the delivery of a joined up local public service
