The Policy Spokesperson on Innovation and Commissioning provides a lead on this policy area for the Society.

Bio

Sandy Hopkins holds a dual role as Chief Executive of both East Hampshire District Council and Havant Borough Council.

Sandy has experience working in public and private sector service industries. Holding a Masters in Business Administration, Diploma in Marketing and BA (Hons) Degree in English with History, Sandy is also a Member of the Chartered Institute of Marketing.

Sandy has held a number of public sector management roles in the areas of Economic Development, Marketing, Leisure & Tourism and Corporate logistics.

Sandy was appointed Chief Executive of Havant Borough Council in September 2007 and took on the Chief Executive role for East Hampshire District Council in October 2009. In addition to her CEO role at both Councils, Sandy is Chair of Governors at Havant College, Chief Executive Lead for the Partnership of South Hampshire (PUSH) Sustainability work and a board member of the Hampshire Local Nature Partnership. Sandy also participates in national government initiatives to improve public services including the national Joint Chief Executive's Group and is the Hampshire Chief Executive on the national Local Government Association (LGA) CEO Sounding Board.

Sandy is keen to support improvement and learning in the community and sits on the Portsmouth University Business School Advisory Panel as well as being a mentor for national and future local government leaders. This interest in improvement and support has now extended to taking a lead role in the recent Government initiative, Supporting Troubled Families in South and East Hampshire and sitting on the strategic Steering Group for this work across the County of Hampshire.
