William has been Chief Executive of Tunbridge Wells Borough Council since 2009. Prior to that he held a number of senior manager roles in local government. William has a background in international development including three years with the International Development Select Committee in the House of Commons and a period of time working within the voluntary sector. He is a past secretary of the SOLACE SE Branch and a Fellow of the Royal Society for the encouragement of Arts, Manufactures and Commerce (FRSA).
William is a passionate advocate of using digital technology to promote transformation and to improve the effectiveness and efficiency of the way in which local authorities communicate with and transact with residents. Tunbridge Wells (with neighbouring councils) was a successful applicant for the Transformation Challenge Award to support the redesign of customer services. He is also keen to promote the role of technology within the wider economy – particularly given that a third of all people in the Borough employed in the knowledge economy. William Chairs the Kent Public Services ICT Board, is a Kent Digital Envoy and, at national level, sits on the Local Government Delivery Council and is SOLACE Spokesperson on Digital Leadership.
